I would say that the reason why the Dolphins and Cincinnatti were better is because they had the opportunity to compete against the bottom half of the AFL teams–the Broncos, Patriots and the fading Bills as examples. Certainly there were weak teams in the NFL, but I dare say the Washington Redskins, the Lions, or the Giants would have clobbered the lower ranked teams from 1967-69 (though changes were afoot by 1971 with the ascendancy of the draft success documented above.
